Gaetan's experience in emergency management began with his roots as a paramedic in Ottawa, Ontario. He then completed his university degree in Psychology and certification in Occupational Safety and Health (OSH), Business Continuity Planning (BCP), and Emergency Operations Centre (EOC) Management.
His vast experience relates to Business Continuity Planning, Emergency Preparedness and Response, Emergency Operations Centre (EOC) responsibilities, Chief Building Emergency Officer and medical emergency responder as a paramedic. Gaetan managed the Business Continuity Planning (BCP), Emergency Preparedness, Occupational Safety & Health and the Fire Safety portfolio for the Department of Finance, Treasury Board of Canada Secretariat, Canadian Public Service Agency, Canadian Food Inspection Agency, and Natural Resources Canada.
Gaetan responded to the 2004, 2005 and 2007 Avian Influenza outbreaks in Western Canada where he provided biosafety, emergency and stress management expertise to ensure business continuity and was a key member in the local Emergency Operation Centres (EOC) and the National EOC. He made presentations on Pandemic Influenza, Crisis Management and Business Continuity Planning to Government Departments and Agencies, at Crisis Leadership in the Public Sector (for senior government officials) and Business Continuity Planning for Government Courses.
He provided consultative advice to University of Ottawa, Institute of Population Health on course development for Psychosocial Impacts Relating to Chemical, Biological, Nuclear & Radioactive (CBRN) Terrorist Attack / Business Continuity and to Canada School of the Public Service on course development for Senior Management Leadership during Crisis. Gaetan was a team member for the evaluation of training material on Personal Protective Equipment (PPE) for Foreign Animal Disease for emergency responders, U.S. Center for Disease Preparedness, Department of Homeland Security, Anniston Alabama.
Gaetan's recent successes include:
- Audit of the Emergency Preparedness and Business Continuity Plan of a major health care institution in southern Ontario.
- Development of Reception Security and Identifying Suspicious Packages for Canada's largest law firms in both English and French.
